This agreement is version 0.9, awaiting approval by the MGTI Certification
Scheme Committee. It is published here so that candidates and prospective
proctors can read what proctoring an MGTI examination involves. It takes effect on
approval, and this page will be updated when it does.
This is the agreement MGTI presents to every person who proctors one of its
certification examinations. It is reproduced here for reference. If
you have been designated as a proctor, MGTI will contact you directly and present the
agreement for your acceptance — you do not accept it, or make any attestation,
on this page.

1. Who this applies to, and when
This agreement applies to every person who serves as proctor for an MGTI
certification examination, whether MGTI personnel or a proctor designated by
the candidate.
It is given in two parts.
Part 2 is presented when you are designated, before the examination.
It sets out who may serve, what proctoring an MGTI examination involves, and what you
will be asked to confirm afterwards.
Part 3 is presented after the examination. It is the attestation.
Each statement is acknowledged separately, and the completed attestation is your
record of what you observed.
No certification is issued until MGTI has received and recorded your
attestation. If MGTI does not receive it, the certification is not processed and
the matter is referred to the Program Administrator. A proctor who does not respond is not
treated as having confirmed.
2. Undertakings — given when you are designated
Specimen — this is what a designated proctor is shown.
You have been asked to proctor a certification examination for
[candidate name] —

MGTI certifies people who install and maintain the medical gas systems that hospitals
depend on. The examination has to mean something, and it means something because
someone independent watched it happen. That person is you.
You may not act as proctor if you are:
- a member of the candidate's immediate family;
- someone who stands to gain financially from this individual becoming certified, beyond the ordinary interest an employer has in a qualified workforce;
- the candidate's instructor for the training that led to this examination;
- another candidate for an MGTI certification; or
- the candidate themselves.
A supervisor, manager, or co-worker may serve as proctor. MGTI relies
on your professional standing, which is what makes this workable.
Proctoring this examination means:
- confirming the candidate is who they say they are, from photo identification;
- being present while the candidate takes the examination;
- ensuring the candidate works alone, and uses no materials other than those MGTI permits for this examination;
- not viewing, copying, recording, or retaining any examination content.
After the examination you will be asked to confirm what you observed. A
certification is not issued until you do. If you are unwilling or unable to
proctor, tell MGTI and it will work with the candidate to designate someone else.
3. Attestation — given after the examination

Acknowledge each statement. Each is a separate statement of fact.
- Eligibility. I am not a member of the candidate's immediate family, do not stand to gain financially from their certification beyond an employer's ordinary interest in a qualified workforce, was not their instructor for the training leading to this examination, am not myself a candidate for an MGTI certification, and am not the candidate.
- Identity. I confirmed the candidate's identity from photo identification before the examination began.
- Presence. I was present while the candidate took the examination.
- Independence. The candidate completed the examination alone and received no assistance from me or anyone else.
- Materials. The candidate used no materials other than those MGTI permits for this examination.
- Confidentiality. I did not view, copy, record, photograph, or retain any examination content, and I will not disclose anything I saw of it.
- Truthfulness. I understand that MGTI relies on this attestation to issue a certification. If it is untrue, the candidate's certification may be withdrawn, and MGTI may decline to accept me as a proctor in future.

4. If you cannot confirm
A proctor who is unwilling or unable to attest says so, and asserts nothing
else. MGTI provides an explicit route to decline at both stages, and
declining carries no consequence for the proctor.
Where a proctor declines, or does not respond, the certification is not processed and
the matter is referred to the Program Administrator. MGTI contacts the candidate and,
where appropriate, works with them to designate another proctor.
5. Reliance, and the consequence of a false attestation
MGTI issues certifications in reliance on the proctor's attestation.
Where an attestation is found to be untrue, the candidate's certification is subject
to withdrawal under §5.2 of the Policies and Procedures, and MGTI may
decline to accept that person as a proctor in future. Because the candidate
designates the proctor, the candidate is responsible for that
designation.
6. What MGTI records
For every proctored examination MGTI retains:
- the version of this agreement presented;
- each acknowledgement made at Part 3;
- the proctor's name, role, and organization;
- the date and time of the attestation; and
- where a proctor declined or did not respond, that fact and the date.
These records are retained for the current certification cycle plus three years, in
accordance with §9.9 of the Policies and Procedures.
7. Confidentiality
Examination content is confidential and is the copyrighted property of the Medical Gas
Training Institute. A proctor who views any part of it in the course of proctoring
shall not copy, reproduce, record, photograph, distribute, disclose, or discuss it,
during or after the examination.
8. Effect
This agreement takes effect on the date shown in the document control block above and
applies to every certification examination proctored on or after that date. It is
reviewed annually by the Certification Scheme Committee and on any revision of
§3.7 of the Policies and Procedures.
